India will conduct a nationwide civil defence mock drill on Wednesday, May 7, 2025, across over 250 districts, following directions from the Ministry of Home Affairs (MHA). This large-scale preparedness exercise is being carried out in response to escalating India-Pakistan tensions after the Pahalgam terrorist attack on April 22, which claimed 26 lives, mostly tourists. The attackers, allegedly linked to Pakistan, opened fire at the Baisaran meadow in Jammu and Kashmir, triggering national security concerns.

The mock drill aims to test India’s readiness for emergency situations such as air raids, evacuations, and blackouts. It falls under the broader scope of Civil Defence, a passive defence strategy governed by the Civil Defence Act of 1968, and is part of India’s broader efforts to strengthen homeland security in vulnerable areas.

Key Features of the Drill:

Organized by the National Disaster Management Authority (NDMA).
Will take place in major metros like Delhi, Mumbai, Chennai, Bengaluru, Hyderabad, Ahmedabad, and others.
Institutions like schools, colleges, banks, and government offices will remain open, and the drill is designed to integrate seamlessly with daily operations.
Crash blackouts may be conducted voluntarily in some areas — these are emergency light shutdowns intended to reduce visibility during potential air raids and are common in conflict scenarios.

Public Awareness and Preparedness
Despite being a simulation, the scale of the drill could cause concern among the public. However, officials emphasize its purpose is readiness, not alarm. Activities like students taking cover, voluntary lights-off participation, and evacuation simulations are part of a national safety strategy in light of the “new and complex threats” emerging in the current geopolitical landscape.
