Inception Partners with Tajikistan and zypl.ai to Advance National AI-GOV Initiative and Public Sector AI Adoption

Inception has announced the signing of a strategic Memorandum of Understanding (MoU) with Tajikistan’s Ministry of Industry and New Technologies and zypl.ai, a pioneering synthetic data and AI governance company.

The tripartite partnership aims to pilot, deploy, and scale artificial intelligence solutions across Tajikistan’s public administration, supporting the country’s transformative national AI programme, AI-GOV. The collaboration also establishes a structured framework to accelerate responsible AI adoption, strengthen institutional AI capabilities, and advance the implementation of Tajikistan’s National AI Strategy – 2040.

Scaling Responsible AI Across Public Administration
Under the MoU, Inception, the Ministry, and zypl.ai will jointly support the development of production-ready AI solutions tailored for public-sector use cases. The focus includes governance-aligned AI deployment, institutional readiness, and long-term scalability—ensuring that AI adoption aligns with national priorities, sovereignty, and regulatory frameworks.

Beyond national deployment, the partnership is envisioned as a regional reference model for AI governance and public-sector AI transformation, positioning Tajikistan as a leader in Central Asia’s AI ecosystem. The agreement outlines joint efforts in knowledge transfer, capacity building, and the establishment of institutional frameworks to enable sustained AI scaling and regional replication.
