Karnataka Unveils KEO: India’s First Affordable AI-Ready PC to Bridge the Digital Divide

Karnataka has launched KEO, a groundbreaking AI-ready personal computer designed to make digital access affordable for students, households, and small businesses. Developed by the state’s Department of Electronics, IT, and KEONICS, this RISC-V-based computer aims to reduce the digital divide and empower millions with local, low-cost computing.

With computer ownership in India still under 10%—and about 15% in Karnataka—the compact, Made-in-India PC offers full computing power and on-device artificial intelligence (AI) functionality. By removing dependency on high-cost systems or continuous internet access, KEO is tailored to boost participation in digital learning and tech-driven work across the state.

“KEO is Karnataka’s practical answer to the digital divide. It is not a luxury device—it’s an inclusion device,” said Priyank Kharge, Karnataka’s IT Minister. “Affordable, mass computing will enable students, small businesses, and homes to become active contributors to the digital economy.”

KEO: Karnataka’s Innovation to Bridge the Digital Gap
More than 60% of students in India lack access to devices for online learning, a barrier that contributes to dropout rates. KEO, short for Knowledge-driven, Economical, Open-source, offers an inclusive solution. It’s powered by the open-source RISC-V architecture and runs on Linux OS, combining performance, affordability, and scalability.

Designed for seamless e-learning, coding, and productivity, KEO includes built-in connectivity with Wi-Fi, Ethernet, 4G, USB-A/C ports, HDMI, and audio support. This makes it suitable for schools, universities, startups, and rural digital centers.

AI For Everyone: KEO’s Local AI Core
One standout feature of KEO is its on-device AI core, enabling artificial intelligence to run locally without requiring internet connectivity. The system includes BUDDH, an AI-learning assistant trained on the Karnataka DSERT syllabus, built to help students even in low-connectivity environments.

According to Sharath Kumar Bache Gowda, Chairman of KEONICS, “KEO represents a step forward in locally adaptable, open-source computing. It strengthens Karnataka’s leadership in building accessible, indigenous, AI-enabled technology.”

The Karnataka government plans to deploy KEO systems across schools, government offices, startups, and homes. The initiative supports Digital Karnataka and India’s Make-in-India and AI-for-All visions, enhancing digital literacy, skills training, and entrepreneurship opportunities across all districts. By bridging the access gap and enabling AI education for all, KEO positions Karnataka as a leader in affordable, home-grown technology innovation—a model other Indian states may soon follow.
