India Unites Against Cybercrime: Centre and States Launch Joint Strategy to Strengthen Digital Security

The Government of India and state agencies are joining forces to tackle the rising wave of cyber fraud, online scams, and digital financial crimes through a unified national cybersecurity strategy.

In response to the sharp rise in cyber frauds, data breaches, and financial scams, the Ministry of Home Affairs (MHA) is working closely with state governments to launch a comprehensive cybercrime prevention framework. This joint initiative aims to bridge operational and technological gaps between central and state-level law enforcement agencies while building a resilient digital security infrastructure across India.

According to senior officials at the MHA, the policy will focus on joint investigations, shared training programs, and resource sharing for states lacking advanced cyber infrastructure. The plan marks a major milestone in India’s cybersecurity roadmap, ensuring faster response and improved coordination in tackling both domestic and cross-border cyber threats.

AI-Powered Law Enforcement and Digital Empowerment

The upcoming framework integrates Artificial Intelligence (AI), Machine Learning (ML), and data analytics to help law enforcement detect, track, and prevent complex cyberattacks. States will receive access to forensic labs, expert guidance, funding, and technical tools to modernize their cyber investigation units.

“Some states lack adequate cyber infrastructure and skilled personnel. The Centre is working to fill these gaps through targeted funding and specialized training,” an MHA official said.

This tech-driven collaboration will enhance real-time data sharing, improve interstate coordination, and strengthen cyber resilience nationwide. Under the Cyber Crime Prevention Scheme, the Government has allocated ₹132.93 crore to help states and Union Territories improve their digital forensic capacity and law enforcement readiness.

The funds will support:

  • Setting up cyber forensic-cum-training laboratories
  • Hiring junior cyber consultants
  • Conducting training sessions for police, prosecutors, and judicial officers

These initiatives aim to standardize cyber law enforcement practices and build a National Cyber Response Mechanism to counter large-scale ransomware attacks and data leaks.

To enhance human expertise, the MHA—along with state police academies—has launched a new cybercrime training curriculum covering financial frauds, child exploitation, social media misuse, and data privacy protection.
The program emphasizes digital forensics, evidence management, and cyber law application, preparing officers to trace global cyber networks that operate through encrypted systems and cryptocurrency platforms.

Towards a Unified Cyber Defence Framework

Renowned cybercrime expert Professor Triveni Singh, a former IPS officer, hailed the initiative as a “historic and necessary shift” in India’s cybersecurity evolution. He said, “The Centre–State partnership is the foundation of a safer, digitally resilient India. Collaboration is the future of cyber defence.

Policymakers stress the need for an Integrated National Cyber Defence Framework featuring real-time threat intelligence sharing, AI-enabled monitoring dashboards, and rapid-response cyber units capable of acting within hours of a breach. India is also exploring international collaboration with INTERPOL, Europol, and allied cybersecurity agencies to combat transnational cyber syndicates.
