NITI Aayog Unveils DPI 2.0 Roadmap to Accelerate India’s Digital Public Infrastructure and AI-Driven Growth by 2047

NITI Aayog has launched a comprehensive strategic roadmap outlining the next phase of India’s Digital Public Infrastructure (DPI) journey, positioning it as a key driver of inclusive growth, digital transformation, and productivity-led economic development.

Titled “DPI@2047 for Viksit Bharat”, the roadmap marks a major shift from basic digital inclusion to enabling scalable capabilities, economic opportunities, and innovation ecosystems across the country.

India’s Digital Transformation Roadmap: DPI 2.0 and DPI 3.0
Developed in collaboration with EkStep Foundation and Deloitte, the roadmap outlines a two-phase strategy:

  • DPI 2.0 (2025–2035): Focused on livelihood-led growth, productivity enhancement, and sectoral transformation
  • DPI 3.0 (2035–2047): Aimed at achieving broad-based prosperity and sustainable economic development

The immediate priority is DPI 2.0, which seeks to expand India’s digital infrastructure beyond identity, payments, and welfare systems into core economic sectors and job creation engines.

The roadmap outlines eight key sectoral transformations aimed at addressing critical areas of India’s economy, including MSMEs (Micro, Small and Medium Enterprises), agriculture and the rural economy, education and skill development, and healthcare and public services, with the goal of driving productivity, improving access, and enabling inclusive, technology-led growth across these sectors.  

Prof Ajay Kumar Sood, Principal Scientific Adviser to the Government emphasized the importance of translating scientific innovation into scalable public outcomes. He said, “India’s DPI has demonstrated the power of open, interoperable systems. The next phase must integrate advanced technologies with strong safeguards to ensure responsible and impactful deployment.”

It also emphasizes strengthening foundational systems like digital credit access, decentralized energy solutions, and efficient benefit delivery mechanisms.

To ensure effective implementation, the roadmap highlights four key execution pillars:

  • District-led demand aggregation to drive localized growth
  • Scaling technology entrepreneurship and innovation ecosystems
  • Leveraging Artificial Intelligence (AI) for productivity and efficiency
  • Cross-sector integration through better data utilization, digital transactions, and human capacity building

A strong focus is placed on the democratization of AI, enabling wider access to advanced technologies for citizens, startups, and small businesses.

From Digital Inclusion to Productivity-Led Growth
At its core, DPI 2.0 represents a shift toward productivity-driven economic growth, where digital infrastructure acts as a backbone for innovation, market access, and income generation. By combining open digital platforms, trusted data flows, and ecosystem-led innovation, the roadmap aims to accelerate the adoption of emerging technologies like AI across sectors at scale.

Highlighting the shift toward productivity-focused growth Suman Bery, outgoing Vice Chairman of NITI Aayog said, “The future of India’s development will depend on how effectively DPI and AI improve productivity and create better livelihoods.”

Nidhi Chhibber, CEO, NITI Aayog noted the role of states in driving national growth, stating that DPI can significantly accelerate inclusive development across regions.

Debjani Ghosh, Distinguished Fellow, NITI Aayog added that DPI 2.0 will help transition India toward livelihood-centric, productivity-led growth, aligning with the long-term vision of Viksit Bharat 2047.

The DPI roadmap signals a new era in India’s digital economy, where AI, data, and digital infrastructure converge to create scalable, inclusive growth opportunities. By focusing on execution, innovation, and accessibility, India aims to position itself as a global leader in digital public infrastructure and technology-driven development.
