Egypt Accelerates Tech Expansion Beyond Cairo

ITIDA Showcases Rapid Growth in Regional Digital Hubs and Offshoring Capabilities.

Egypt is rapidly reshaping its digital economy, expanding far beyond Cairo as new regional technology hubs gain momentum. The Information Technology Industry Development Agency (ITIDA) has highlighted significant progress across Tier-2 cities—most notably Mansoura—positioning Egypt as a fast-growing global destination for digital services, offshoring, AI innovation, and engineering talent.

In a shift rarely seen in the Middle East and Africa, cities like Mansoura, Assiut, Luxor, and Alexandria are emerging as powerful alternatives for global companies seeking distributed, multilingual, and cost-efficient tech talent. At the center of this transformation is the Creativa Innovation Hub in Mansoura, which has become a national model for tech upskilling, digital employment, startup incubation, and freelance ecosystem development.

Since launch, Creativa Mansoura has trained more than 11,600 young people in digital and technical skills, supported over 2,000 entrepreneurs, and enabled the development of 1,500+ digital prototypes. The hub has also opened new income opportunities for 2,030 freelancers, while hosting dozens of hackathons, AI challenges, and innovation programs. In 2025 alone, ITIDA backed 32 startups, trained 2,400 participants, and supported 900 freelancers, who reported an average annual income of $18,200—reflecting the rising importance of Egypt’s gig economy.

According to Ahmed El-Zaher, CEO of ITIDA, “Egypt’s tech growth is no longer a Cairo-only story. We are building competitive digital capabilities in regional cities where talent is abundant and globally connected.” This decentralization strategy is strengthening Egypt’s position as a top offshoring market with enhanced engineering R&D, SaaS development, and AI-driven digital services.

Private-sector growth is also accelerating. qTech, a leading engineering and digital transformation company headquartered in Mansoura, now employs over 200 IT specialists skilled in AI, data engineering, cloud development, QA, and digital product management. The city hosts more than 90 multinational and local IT firms, contributing to Egypt’s expanding network of 270+ global delivery centers.

Demand for Egypt’s digital services continues to rise across Europe, the Gulf, and the U.S., driven by the country’s large multilingual workforce, competitive cost structure, modern infrastructure, and stable national offshoring strategy. ITIDA’s Global Offshoring Summit recently positioned Egypt as a strategic global talent partner, especially in areas like IC design, embedded systems, AI-powered CX, and multilingual business services.

Through initiatives like ITIDA Gigs, Egypt is also strengthening support for freelancers with enhanced training, mentorship, digital verification tools, and solutions for global client access. These efforts reflect Egypt’s broader mission to build an inclusive digital economy where talent in every governorate can thrive.
